The Failure of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: positive announcements are delivered from multiple capitals. Considerable effort is expended on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability afforded by timely intelligence. From witness perspectives, defense planes that had been scrambled to intercept incoming aerial threats roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly becomes grim resignation: maybe the approaching threat won't hit its mark this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv greeted the morning news: several casualties, devastation and heating outages in many homes as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's vital need on Western support – a dependence that European nations are demonstrably unable to replace in the short term.

Unsuccessful Negotiations

The 28-point plan from US administration sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new proposal from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, endure.

Strategic Calculations

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unfeasible to compel Moscow to relinquish the land that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, American administration does nothing to discourage Russia, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its advantage in the coming year.

Conflicting Perspectives

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but averting a entire defensive failure until situations evolve in its favour.

Present Conditions

Factually, there are no real preconditions for a armistice. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
